Phnom Penh Area Guide: The Suburbs

Suburban Phnom Penh districts include Russey Keo, Chroy Changva, Prek Pnov, Sen Sok, Por Senchey, Dangkor, Meanchey, Chbar Ampov & Meanchey. These surround the city centre and are home to many real estate development projects.

Expansion of Phnom Penh City

The city centre districts have been the main area of focus for international developers, targeting predominantly foreign buyers of residential property. However, with improving infrastructure and Cambodia’s increasing urbanisation rate, Phnom Penh is expanding rapidly in all directions.

Domestic developers have generally dominated the landed housing sector within the suburban districts, largely due to the fact that foreign nationals cannot own freehold land outright, with the main driver of demand being the domestic market.

Key infrastructure projects / improvements as well as landmark projects have spurred growth in certain locations including the recent opening of Aeon Mall Sen Sok and Makro Cambodia in Sen Sok District to the northwest of the city, whilst the 2,500 hectare ING City to the south of the city centre within Dangkor and Meanchey Districts, as well as Kandal Province, is now attracting sizeable investment from both domestic and international investors subsequent to the completion of Hun Sen Boulevard; Phnom Penh’s widest road.

Additionally, a new international airport will be constructed in Kandal Province to the south of ING City, as well as Aeon Mall 3 being built within ING City which has led to speculation in the land market.

Real Estate in Chroy Changva Peninsula and Prek Pnov

Development in the newly created Chroy Changva District is also on the rise subsequent to the completion of upgrading works to National Road 6, which is the main arterial route between Phnom Penh and Cambodia’s top tourist destination, Siem Reap, and the opening of a second bridge.

Under construction projects generally comprise a mix of high-rise condominium blocks to the south of the peninsular, whilst several large scale landed housing projects are located to the north of the district, fronting onto National Road 6.

A 310 hectare satellite city, named City of the Future, is also being constructed in Chroy Changva which will be a fully integrated township comprising a range a uses.

Real Estate in Por Senchey, near Phnom Penh International Airport

With the exception of Por Senchey, the remaining districts remain largely undeveloped. Por Senchey encompasses the Phnom Penh International Airport as well as the Phnom Penh Special Economic Zone, one of Cambodia’s leading industrial estate.

Historically, the district was one of Phnom Penh’s main industrial hubs, however, as land values have increased the industrial operators are starting to relocate to areas outside of Phnom Penh.

The district has also attracted several foreign developers that are constructing residential led schemes in proximity to the international airport, including Japanese Creed Group, Singaporean Spring CJW Development and Malaysia’s Lion Group.

The target market is middle to senior management foreign executives working within the industrial zones and estates located to the west of the airport.
